Director General Investment Promotion Agency of Mauritania (APIM)
Ms. Lam is the Director General of the Investment Promotion Agency of Mauritania (APIM), the Governmental entity in charge of National and Foreign Direct Investments, as well as the investment climate of the country.
Through the Agency, Ms. Lam promotes and implements the vision of Mauritania, led by H.E President Mohamed Cheikh Ould Ghazouani, for a sustainable and more inclusive development driven by stronger productive sectors.
Ms. Lam is passionate about youth and women economic empowerment matters on the continent, pertaining to access to finance for start-ups & SMES and enabling the ecosystem for women entrepreneurs. She is the co-founder of the Youth Chamber of Commerce of Mauritania, an organization created with the mission to bridge the gap for young Mauritanian Professionals and Entrepreneurs, mainly through the i-Lab, an Innovation Lab and Venture Fund - launched in partnership with the National Bank of Mauritania.
She sits on the monitoring committee of the Covid-19 fund established in 2020 by Mauritanian President Mohamed Ould Cheikh Ghazouani. Ms Lam is also a member of the advisory councils of the G7 Gender Equality Council led by French President Emmanuel Macron and the Middle East Institute. Ms Lam is a graduate of HEC Montreal and Harvard University, in Finance and International Business.
Ms. Lam was listed on BBC 100 most influential women in the World in 2019 and was awarded the Mauritanian “Chevalier de l’Ordre National du Mérite” medal.

Ahmed Khattry is the Deputy Director General of the Investment Promotion Agency of Mauritania and has more than thirty years of experience in the field of money transfer, microfinance, microcredit, Islamic finance, mobile banking, electronic banking, fintech and financial analysis of projects.
Moustapha Maouloud
Business Climate Technical Advisor

Mr. Moustapha Maouloud is the Business Climate Technical Advisor within the Investment Promotion Agency of Mauritania (APIM), the Governmental entity in charge of National and Foreign Direct Investments, as well as the investment climate of the country.
He directs and coordinates the work of the teams of the Single Window, which is the operational structure, within APIM, in charge of applying the provisions of the Investment Code relating to the facilitation and simplification of legal procedures for setting up companies and the rapid response to the various requests from investors, with a view to obtaining the advantages of the Investment Code, in terms of the implementation of private investment projects.
Mr. Maouloud is passionate about subjects related to the reforms and modernization of the Administration, on which he has been working for more than a decade.
He is a member of the government group in charge of piloting reforms in terms of procedures and facilities for entrepreneurs.
In addition, he is also a contributor to World Bank Group (WBG) projects on the business and investment climate. As such, he has had several expressions of appreciation from the WBG for this collaboration.
Fatimetou Bellamech

Ms. Bellamech joins APIM after having held the position of Director of Business Support at the Chamber of Commerce, Industry and Agriculture of Mauritania. With 13 years of experience in private sector development, Ms. Bellamech is passionate about topics related to business formalization, good governance and digital and entrepreneurship issues.
She holds a double professional master's degree in Management and Information Systems and Networks, from the University of Tours and Gaston Berger in Saint Louis.
