Mr. Moustapha Maouloud is Technical Advisor in charge of the business climate at the Investment Promotion Agency of Mauritania.

He holds a dual Master’s degree in Computer Science and Tax Administration from two French universities and brings 17 years of experience in public finance, investor support, and public administration modernization. He serves as APIM’s focal point for several working groups and government bodies responsible for steering reforms aimed at simplifying procedures and improving services for users of the public administration.

Mohamed Mahmoud Lehbib holds a Master’s degree from the École Supérieure de la Banque in Paris, with 23 years of experience in the fields of finance and economics. He has held key positions such as General Director, Deputy General Director, and Advisor to the CEO within several major banking institutions. An expert in implementing financial and operational strategies, he has successfully led numerous growth and development initiatives. With his project management skills, he effectively plans, executes, and controls projects, while his market trend analysis skills enable him to identify growth opportunities. Endowed with strong communication and leadership abilities, he efficiently coordinates cross-functional teams and contributes to problem-solving and risk management in projects.

Fatimetou Bellamech is a senior professional in economic development and digital transformation, specializing in investment promotion, SME development, and business climate improvement. She has over seventeen years of experience in designing and implementing public policies and solutions serving the private sector. Holding a dual Master’s degree in Information Systems and Networks and in Project Management, she has strong expertise in service transformation and business support.

Before joining the Investment Promotion Agency of Mauritania (APIM), she led the Business Support Department at the Chamber of Commerce, Industry, and Agriculture of Mauritania. In 2022, she was appointed Director of the One-Stop Shop for Businesses at APIM, where she oversees business creation and formalization, service digitalization, and investor guidance.

A member of international networks such as Young Arab Leaders and the YALI Network, she is committed to innovation, women’s entrepreneurship, and SME strengthening.

Mr. Atigh Soueidatt holds professional masters degrees in entrepreneurship, accounting, auditing and management control from the Faculté des Sciences Économiques et de Gestion in Sfax, as well as from ISAAS UIT in Tunisia. He also obtained a research master’s degree in financial risk management from the Université de Cergy Pontoise in France. With over 14 years of experience, he has worked in various fields such as auditing, statutory auditing, accounting and tax assistance, as well as administrative and financial management. He stands out for his training and coaching skills in the fields of management, finance, accounting, entrepreneurship, project management and business creation. ATIGH Soueidatt is also a member of the National Association of Mauritanian Chartered Accountants.

Mr. Mohamed El Habib Touré, Holder of a Master’s degree in Audit and Management Control from ISEG Bordeaux, Mohamed El Habib Touré spent 5 years in the energy sector in France as Head of Cash Flow Analysis and Collection before returning to Mauritania in 2014. He worked for 8 years in the banking sector, progressively holding positions such as Director of General Ressources, Director of Human Resources, Director of Organization, and Director of Sales. Mohamed Salem AHMED SALEH has a multi-disciplinary background combining computer science and law, he holds a Master’s degree in Business Intelligence from the University of Lorraine, as well as a Bachelor’s degree in Private Law from the University of Nouakchott. With ten years’ professional experience in the private sector, he has developed a diversified expertise encompassing the fields of telecommunications, business intelligence, finance and marketing. In addition, he has shared his knowledge as a lecturer at the École Supérieure Polytechnique de Nouakchott and the Institut Universitaire Professionnel de l’Université de Nouakchott. Mohamed Salem AHMED SALEH stands out for his commitment to innovation, digitalization and support for education.

Moulaye El Mehdi Moulaye Hachem is a Communications Advisor with proven expertise in institutional communication, strategic positioning, and investment promotion. He works at the Investment Promotion Agency of Mauritania (APIM), where he contributes to enhancing the country’s economic attractiveness to both domestic and international investors.

He is recognized for his ability to align public policy priorities, investor expectations, and institutional reputation requirements. He has been involved in several major international projects, including investment forums, economic exhibitions, and bilateral cooperation missions, which have strengthened Mauritania’s visibility and credibility on the global stage.

Combining analytical rigor, strategic vision, and execution skills, he develops impact-oriented communication initiatives designed to support decision-making, build stakeholder trust, and create sustainable value for the institutions he serves.
